🔴 HIGH PRIORITY — MUST READ

1. Xi Jinping to visit India for BRICS Summit

GS-II — International Relations

China announced that President Xi Jinping will attend the BRICS Summit in New Delhi, marking his first visit to India in almost seven years. Bilateral talks between Xi and Prime Minister Narendra Modi are expected on the sidelines.

The visit comes against the background of the 2020 India-China border crisis and subsequent gradual normalisation. India-China relations are increasingly characterised by strategic risk management rather than complete strategic alignment.

UPSC angles:

  • India-China relations
  • BRICS
  • Border dispute
  • Strategic autonomy
  • Economic interdependence
  • China–India trade and investment restrictions

Why important: This is probably the most important IR development of today’s edition, especially because it coincides with the BRICS Summit.

2. BRICS Summit: Wars and global crises likely to dominate

GS-II — International Relations

The 18th BRICS Summit is being held in New Delhi against the backdrop of conflicts in West Asia and Ukraine, along with disruptions to global energy and agricultural supply chains. Leaders including Xi Jinping, Vladimir Putin, Abdel Fattah el-Sisi and Abiy Ahmed are expected to attend.

The participation of Iran’s President Masoud Pezeshkian is particularly significant given the ongoing West Asian conflict.

UPSC angles:

  • BRICS expansion
  • Global South
  • Multipolarity
  • West Asian crisis
  • Energy and food security
  • De-dollarisation
  • Reform of global governance

3. Ladakh: proposed unique elected body instead of Statehood

GS-II — Polity | Federalism | Governance

Ladakh’s Chief Secretary said the government is considering a sui generis elected body for Ladakh with legislative, executive and financial powers, rather than Statehood or a Union Territory with a legislature.

Discussions with the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have included direct elections to the proposed UT-level body. The government says any constitutional change would require consultation and parliamentary consideration.

UPSC angles:

  • Article 3
  • Union Territories
  • Sixth Schedule
  • Autonomous Hill Councils
  • Federalism and decentralisation
  • Ladakh’s demand for constitutional safeguards

Very important conceptual issue: Can differentiated constitutional arrangements provide autonomy without granting full Statehood?

4. India–U.S. exercise Yudh Abhyas 2026

GS-II/III — Defence & Security

India and the U.S. have commenced the 22nd edition of Yudh Abhyas. The exercise focuses on:

  • High-altitude warfare
  • Long-range precision fires

U.S. Arctic-trained troops from Alaska and the 3rd Multi-Domain Task Force are participating.

UPSC angles:

  • India-U.S. defence partnership
  • Military interoperability
  • High-altitude warfare
  • Multi-domain operations
  • Counter-drone warfare

5. India’s space diplomacy: cooperation over confrontation

GS-III — Science & Technology | Space

At the International Space Summit in Paris, India emphasised a cooperative approach to space governance, stressing safe, secure, peaceful and sustainable use of outer space.

India highlighted ISRO’s applications in:

  • Agriculture
  • Fisheries
  • Weather forecasting
  • Disaster management
  • Navigation

India stated its ambitions of establishing an Indian space station by 2035 and sending an Indian to the Moon by 2040.

French and Indian space companies also signed commercial agreements.

UPSC angles:

  • Space diplomacy
  • Space sustainability
  • Space debris
  • Outer Space Treaty
  • India’s space station
  • Private space sector
  • ISRO’s societal applications

6. West Asia crisis: oil and rupee vulnerability

GS-II/III — International Relations | Economy | Energy Security

The continuing West Asian crisis is having direct implications for India. Brent crude crossed $102/barrel, while the rupee depreciated 44 paise to close at ₹95.52 per U.S. dollar.

The episode provides a strong case study of the relationship:

Geopolitical conflict → oil supply disruption → higher crude prices → larger import bill → pressure on current account/rupee → inflationary risks.

UPSC angles:

  • Strait of Hormuz
  • Energy security
  • Imported inflation
  • Current account deficit
  • Rupee depreciation
  • Strategic Petroleum Reserves

7. Houthis seize strategic Yemeni port of Mokha

GS-II — International Relations | Geography

The Iran-backed Houthis reportedly seized the Red Sea port city of Mokha and moved towards the strategic Bab-el-Mandeb Strait.

Prelims Geography

Bab-el-Mandeb connects the Red Sea with the Gulf of Aden.

It is strategically important because the maritime route links:
Indian Ocean → Gulf of Aden → Red Sea → Suez Canal → Mediterranean → Europe

UPSC relevance: maritime chokepoints, global trade, energy security and India’s western maritime interests.

8. India-Canada trade agreement expected by year-end

GS-II — International Relations | GS-III — Economy

The Canadian High Commissioner indicated that an India-Canada trade deal could be concluded by the end of 2026. Bilateral trade is currently around $8 billion, while Canadian institutional investments in India are considerably larger.

UPSC angles:

  • India-Canada relations
  • Trade agreements
  • Foreign investment
  • Diaspora
  • Critical minerals
  • Indo-Pacific

9. India must be cautious about trade deals with the U.S.

GS-III — International Trade

An editorial examines the U.S.-Canada tariff dispute and draws lessons for India.

The central lesson is that even highly integrated economies can face sudden trade restrictions. The editorial argues that India should assess trade agreements in terms of long-term strategic and economic interests, rather than assuming that an agreement automatically guarantees stable market access.

UPSC concepts:

  • Tariff wars
  • Protectionism
  • WTO
  • Free Trade Agreements
  • Rules-based trading system
  • Trade diversification
  • Strategic economic autonomy

10. Alternative powertrains becoming mainstream in India

GS-III — Economy | Environment | Energy

FADA data show that total vehicle registrations increased 17.5% year-on-year in August, while CNG, electric and hybrid vehicles together overtook petrol/ethanol vehicles in passenger-vehicle sales for the first time.

However, the article makes an important distinction:

Alternative powertrain ≠ necessarily non-fossil-fuel powertrain.

CNG remains a fossil fuel and most hybrids continue to use petrol.

UPSC angles:

  • EV transition
  • CNG
  • Hybrid vehicles
  • Ethanol blending
  • Transport decarbonisation
  • Energy transition

11. Open Acreage Licensing Policy: deepwater bidding deadline extended

  • Deepwater exploration
  • India’s domestic energy production
  • Import dependence

12. Delhi to establish its own State Disaster Response Force

GS-III — Disaster Management | Governance

Following the Satya Niketan building collapse, Delhi plans to establish its own State Disaster Response Force (SDRF). The NDRF has offered assistance in setting up a battalion of up to 1,100 personnel.

The development raises broader questions about urban disaster preparedness, particularly in densely populated cities.

UPSC angles:

  • Disaster Management Act, 2005
  • NDRF vs SDRF
  • Urban disasters
  • Building-code enforcement
  • Institutional coordination
  • Local disaster preparedness

13. Supreme Court examines closure of Delhi Metro stations during protests

GS-II — Fundamental Rights | Judicial Review

The Supreme Court has sought responses from the Centre, Delhi government, Delhi Police and DMRC regarding the closure of 17 Metro stations during protests related to the NEET-UG controversy.

  • Public order
  • Judicial review
  • Proportionality
