Delhi Police registered three FIRs relating to Friday’s protest and hundreds of people were detained during subsequent demonstrations. th.th_delhi.04_10_2026

The newspaper also reports that the Opposition has raised broader questions about the conduct of electoral-roll revision and the legal protections available to Election Commissioners. These are political positions and allegations, not findings established by the newspaper as fact. th.th_delhi.04_10_2026

UPSC focus

Revise:

  • Article 324
  • Election Commission of India
  • Electoral rolls
  • SIR
  • Form 7

2. Assam NRC: rejection slips for 19.07 lakh excluded applicants still not issued

The Centre has informed the Supreme Court that rejection slips have not yet been issued to the approximately 19.07 lakh applicants excluded from Assam’s final NRC.

The final NRC released in August 2019 contained:

  • 19.07 lakh excluded applicants
  • 3.11 crore included applicants

The State NRC Coordinator is still working on a security regime for preserving NRC data. The data have not yet been formally handed over to the Registrar General of India, preventing formal notification of the final NRC.

The Supreme Court had earlier directed creation of a mechanism through which excluded persons could obtain rejection slips and approach Foreigners Tribunals. The matter is next listed for November 6. th.th_delhi.04_10_2026

Why important?

This brings together:

Citizenship → documentation → electoral rights → Foreigners Tribunals → judicial review → data governance.

Prelims

Remember:

NRC ≠ electoral roll

The NRC concerns citizenship, whereas electoral rolls determine eligibility to vote.

3. Andhra Pradesh challenges High Court order on BC reservation in local elections

The Andhra Pradesh government has approached the Supreme Court against a High Court order concerning Backward Classes reservation in local-body elections.

The case involves:

  • Articles 243-D(6) and 243-T(6)
  • Political reservation for BCs in local bodies
  • Empirical data used to determine reservation
  • The question of aggregate reservation exceeding 50%

The State argues that its 2026 reservation exercise should have been assessed on its own empirical foundation rather than being treated as suffering from the same defects identified in an earlier case. th.th_delhi.04_10_2026

UPSC focus

Articles 243-D and 243-T

  • 243-D → reservation in Panchayats
  • 243-T → reservation in Municipalities

This is an important example of local democracy + affirmative action + empirical basis for reservation.

4. Rajasthan announces four-phase Panchayati Raj elections

UPSC Mains

This is an excellent GS-I Indian Society topic:

“Child marriage is not merely a cultural practice; it is an outcome of intersecting vulnerabilities.” Discuss.

Connect with:

Gender → poverty → migration → education → health → nutrition → reproductive rights → social protection.

🌱 ENVIRONMENT & ECOLOGY

6. Forest fragmentation can raise local temperatures

A study reported in the Science section finds that forest fragmentation itself can influence local temperature, apart from the total amount of forest cover.

Using satellite observations, researchers found:

  • In tropical and temperate forests, breaking continuous forests into smaller isolated patches significantly increased surface temperature.
  • In high-altitude boreal forests, fragmentation could have a cooling effect because exposed ground can become snow-covered and reflect sunlight.

The implication is important:

Climate policy should consider not only how much forest exists, but also how that forest is spatially organised. th.th_delhi.04_10_2026

UPSC concepts

Forest fragmentation → edge effects → microclimate → biodiversity → carbon cycle → climate change.

This is particularly useful for GS-III Environment.

7. Elephant corridor helps reduce human–wildlife conflict in Kerala

A wild elephant known as Chakkakompan moved into Mathikettan Shola National Park through a newly cleared natural elephant passage.

Concept

This illustrates the importance of:

Wildlife corridors → habitat connectivity → animal movement → human–wildlife conflict mitigation.

8. Odisha faces concern over wildlife-poaching enforcement

A wildlife group highlighted enforcement weaknesses concerning poaching in Odisha.

The report says 316 elephants were killed by poaching between April 2010 and March 2025, according to the group.

The Principal Chief Wildlife Warden acknowledged that the conviction rate in wildlife-crime cases is low, while disputing the claim that no accused poachers have served jail sentences. th.th_delhi.04_10_2026

Mains angle

Wildlife conservation is not merely a habitat issue.

It requires:

  • Forest protection
  • Anti-poaching intelligence
  • Investigation
  • Prosecution
  • Forensic capacity
  • Inter-State coordination
  • Community participation

💰 ECONOMY

10. G20 discusses structural excess capacity and WTO

Commerce Minister Piyush Goyal said G20 Trade Ministers discussed the impact of large production capacities supported by governments on manufacturing in countries such as India, the U.S. and Europe.

India’s position, as reported, was that measures concerning:

  • structural excess capacity,
  • forced labour,
  • trade restrictions

should not be unilateral and should remain consistent with WTO rules. th.th_delhi.04_10_2026

Prelims concepts

WTO → MFN → subsidies → trade distortions → excess capacity → trade remedies.

11. IT-sector “bench” policy becomes a labour-market issue

A detailed Business explainer examines the concept of the IT-services bench — employees who are not currently assigned to a billable client project.

The report discusses changes in Wipro’s bench policy and notes industry estimates suggesting:

  • Average bench time at large IT-services firms: 35–45 days in 2025
  • Earlier levels: 45–60 days

Mains connection

AI and automation → employment elasticity → reskilling → human capital → services-sector competitiveness.

🌐 SCIENCE & TECHNOLOGY

12. Indian researchers shed light on radio jets from supermassive black holes

An Indian research team combined hundreds of observations to examine how enormous black holes affect the gas surrounding their host galaxies.

The observations suggest that radio jets from black holes do not necessarily create the surrounding gas halos. Instead, the jets appear to interact with existing gas clouds and cause them to glow.

The study distinguished:

  • Ionised hydrogen along the radio-jet pathway
  • Magnesium, indicating cooler gas distributed around galaxies. th.th_delhi.04_10_2026

Prelims concepts

Supermassive black holes → active galactic nuclei → relativistic jets → ionised gas → galaxies.

13. Butterfly wing patterns as an anti-predator strategy

Scientists studying butterfly flight using high-speed video and 3D computer modelling found that wing movement combined with contrasting patterns can create an optical illusion.

This can confuse predators regarding:

  • speed,
  • direction,
  • movement trajectory.

The finding illustrates evolutionary adaptation and visual ecology. th.th_delhi.04_10_2026

UPSC connection

Natural selection → adaptation → predator–prey relationship → behavioural ecology.

UPSC relevance

This connects:

Defence procurement → indigenisation → Make in India → technology transfer → AMCA → strategic autonomy.

18. India–Pakistan diplomatic tension after border incident

India and Pakistan summoned diplomats following the death of two men near the International Border in Punjab.

The two sides offered different accounts of the incident:

  • BSF described the men as attempting to cross the border.
  • Pakistan rejected the characterisation and criticised the use of force.
  • India’s MEA linked the incident to alleged cross-border movement by armed narcotics networks.

Because the accounts differ, these should be treated as competing official claims, not as independently established facts. th.th_delhi.04_10_2026

UPSC themes

Border management → narco-terrorism → India-Pakistan relations → BSF → cross-border crime.
